CABLE in JULES (standalone)

This is how things happen now and shows the modifications in "View Changes" format. Further required work can be done at a later date I suspect, post-submission.

These are the required changes to the front end ONLY and CABLE is not yet called. There are changes to the rounder which will have to be reconciled as well. The code is on MOSRS
