Remove Base scenarios for all settings except SSP2-H12 and SSP2-EU21
Purpose of this PR
Reduce cluster time for AMT runs. Since calibrating to NPi, Base runs are not really used anymore. It may be good to keep a regular check for the core versions (H12 and EU21), but it likely is not necessary to do so for the SSP1/5/x variants.
