Readying release Needed to make a change for external pmix - ompi that's out there (v4.1.5) does not support pmix version XX - had to make a change to support taht. Small number of other changes and bug fixes that made it to the branch, low impact release.

https://github.com/open-mpi/ompi/issues/11532 Going with option to pick up ompi_env_var replicate it with pmix values and push back to env vars, let pimx handle it. This works because pmix handles most env variable and had more work down to handle env vars.
