  1. New homepage for ja 

    1.增加了Download WebGAL页面的"readFirst"和"license"部分的日文翻译。
2.在根目录下创建了docsRedirect.ts文件，能够根据当前浏览器的语言版本，输出重定向后的文档链接。
3.利用第二条中导出的docsRedirect函数，对当前页面中的所有文档链接都做了语言版本重定向。
