fix sample-node-api version used in v3 pipelines

This PR fixes a failing install-ext test for v3, which was broken by an old version of the sample-node-api ext.

A newer version of sample-node-api was published, however, the inability to select a version of the artifact means older Zowe pipelines broke as a result of the fix to the v3 pipeline. The logic has been updated to allow selecting the latest deployment for a given version of the artifact, rather than picking up the arbitrarily latest artifact across all possible versions. This will be ported to v2 and v3.
