Package upgrade 6033

This upgrades the npm packages, and fixes some security issues that npm warned about with npm audit fix.

There were some updates to the dockerfile as well that set the node and npm version. This seems to work in the docker container, using vagrant:

cd /frontend
. dev_deploy_variables.sh && pserve sgdfrontend_development.ini --reload
