This branch contains edits to the util and project README based on the final feedback. Removes comments in Michigan specific files and adds # depreciated note to Michigan EDA functions. pipreqs was utilized to edit the requirements.txt and add the necessary files. Additionally, pipeline.py was updated with to_csv functions that output the database files to the /output folder
