Upgrade goreleaser-cross to 1.22.7 and alpine base image version to
3.20.3
`sort.Search` returns 0 for when a valid record in
`systemContractLookup` was not found, and when we subtract 1 from it, it
leads to an invalid index and a crash.

The changes done in previous Ahmedabad HF for Amoy for the Wrapped MATIC
contract didn't go as expected (more details
[here](https://forum.polygon.technology/t/bor-v1-4-0-beta2-amoy-release-gandhinagar-hardfork/19753)).
This PR adds another HF for amoy (named Gandhinagar) which updates the
Wrapped MATIC bytecode.

The HF is scheduled on 18th Sept at block 12121856 which will be around
10 AM UTC.
PR erigontech#11959  is fine for the latest state, but not for historical access
