Applying changes to the system contract according to The Telos Token Sustainability and Deflationary Plan proposal

  • Adjusting BP Payouts curve based on the proposal
  • Remove REX/sTLOS payout auto-adjustment based on TLOS price (based on the new proposal, the adjustment will effected manually every month)

Looks good to me, @aamirpashaa is this ready or are we waiting on the tests you mentioned?

@poplexity It is ready to be tested on the testnet and then deployed to the mainnet. We should also resolve the GitHub workflow failure because we use a new version of CDT and the Boost library is used in tests. But it won't block the mainnet deployment.
