add mining centralizaiton panel to resources page

This PR simply adds a great panel @rrybarczyk @moneyball @TheBlueMatt and @russeree did during Nashville conference couple of weeks back.

Great work everyone involved!

I've put it on the top, since I feel it really encapsulates the WHY Stratum V2 matters, without being too aggressive about the message.

Discussion:

We should use this key communication points from this panel to improve the website as well.

• Problem: Decentralizaiton as an important property of bitcoin, with mining centralizaiton still being the isssue
• Solution: Is there a hope to solve this?
• Solution implementation: How to get there?
• Other topics:
  • Private mempools (transaction selection)
  • FFPPS payout method as centralizing force (mining pools as brands (proxies) for other larger pools)
  • Fee component of mining revenue increasing vs the block subsidy
  • Hardware vendors and centarlizaiton risk
