[WIP][ACM-11050] Added DiscoveryConfig spec importAllRosaAsManaged field

Description

Added importAllRosaAsManaged spec field in the DiscoveryConfig resource. This field will indicate to the operator that they wish to import all ROSA clusters that were discovered based on the filter that they provided.
