This adds a new feature to soroban-env-host called "tracy" that, when enabled, depends on the
tracy-clientcrate and annotates a variety of places in the code with tracy spans. This needs to be used in the context of a larger tracy-using application such as stellar-core. See stellar/stellar-core#3830
