a CI build/release process using GH Actions.
It ain't done yet (
releasejob needs work), but is hopefully a useful starting point.Still needs to fill in secrets/env vars etc. (which can be shared via Bitwarden etc). The main not-yet-done work is in the "release" target of the build.gradle file.
