Getting chummy with the Locales

Human output (the default) now formats numbers per the locale if it can figure it out. Else defaults to English which is the same in the USA, UK, Thailand, and maybe a few other places. Localization is not complete yet. But it's got a good start.

Ballistic binaries for the 64-bit versions of each major OS. Also Win32 included.
