p15_ GDXes now have all years 1995-2100

Purpose of this PR

The MAGICC p15 GDX files were filtered to REMIND's timesteps in magicc7_ar6. Now they are unfiltered and contain 1995-2100. Years after that will still take some work due to the library's limitations.
