Bump Quarkus to 3.2.1.Final and remove workarounds for fixed issues

Summary

• bumps Quarkus to 3.2.1.Final
• Quarkus Maven plugin is unable to resolve local deps when generating code tests quarkusio/quarkus#34787 got fixed, removing workaround
• Bump kubernetes-client-bom from 6.6.2 to 6.7.1 quarkusio/quarkus#33767 got fixed, removing workaround

JVM 999-SNAPSHOT: OracleDatabaseIT is unrelated because problem is with container and image version in this test is independent on Quarkus version.

Tested all failures, can't reproduce any one of them. Trying to re-run OCP in native to verify it is flaky.
