Include Windows aarch64 and 32bit builds, closes Add Windows aarch64 #536
Musllinux would be nice, but still an open issue at wgpu-native musl support gfx-rs/wgpu-native#414
Refactor cd a bit to have simpler per-os config (in exchange for more code duplication).
Put all cibuildwheel config inside the cd.yaml, so (almost) everything is in one place.

Oh, I now realize the value of having cibuildwheel config in pyproject.toml: you can test it locally :) will revert
