Add co.ss ccTLD (ICANN section)

This PR attempts to address issue #2078

Registrars are promoting the launch of .co.ss domains, which are currently in the sunrise period. General availability will begin on November 1, 2024.

@groundcat thank you for the detail on these pull requests related to national ccTLD changes.

I am at an event called https://DNSWeek.LAT where there were many ccTLDs to discuss, and the IANA are here for the event.

I am reopening this PR with a mention @kjd to see if the IANA have a way to verify with the ccTLD administrator or promote them to review and comment.

We always want to follow #2078 (comment) where we have these be very intentional and not surprise a ccTLD admin - or any government for that matter - on how their namespace functions.
