A permissioned "hands-on" TestNet

Launch the Shannon upgrade TestNet on Celestia using Rollkit

• Foundation: Lay out the foundation for the Shannon upgrade by implementing the base business logic for each actor and module.
• Integration: Tie of loose ends on the Foundation, review & merge everything in leaving TODOs where necessary, and prepare for E2E Tests
• Test: Write the tests & tooling for the E2E user stories and add unit testing for validation left over from the Integration stage
• Scale: Load test, scale and test the permissionless of of the Shannon Upgrade
• Govern: Add and adjust all the governance parameters and tools that we need fro the first release
• Deploy: Deploy TestNet on Celestia using Rollkit
• Rest: Rest, finish off Loose Ends, Holidays, Researching & Planning
• Re-evaluate: Re-evaluate where we are on TestNet, where are Celestia & Rollkit in general, and what we need for MainNet
