Summary
This PR adds the helm chart that deploys clusters using Cluster API to the main branch. It also adds a GitHub action that will run the unit tests for this chart. Many more unit tests should be added for the chart since this will be the code that defines user's infrastructure in the future, with errors or breaking changes in the chart having potential disastrous consequences.
