remove Emi|CO2|Waste hotfix from AR6+NAVIGATE

Purpose of this PR

• fixes https://github.com/remindmodel/development_issues/issues/261
• was fixed with Attribute waste emissions to energy-related emissions of sectors based on historical shares and remove waste emissions variables from energy-related emissions taxonomy remind2#641
• if you come with an older mif where Waste is not included in the parent categories, you will get summation errors. So rather use an older piamInterfaces version then
• remove some useless TODO statements and all exceptions created for them

Checklist:

• I did not use Excel to open csv files or checked that no side-effects occur (changed values, many new quotation marks, …)
• I added any renamed piam_variable to renamed_piam_variables.csv to guarantee backwards compatibility.
