[PAGOPA-1905] fix: changes on flow and on RE

This PR contains many changes, made on this service after various test sessions.

List of Changes

• set handling of forwarder endpoints in paaInviaRT send
• add exception throw if an OK or KO receipt was not sent
• updated some WSDL complex type fields on RT generation
• set scheduled time for RT re-send in minutes instead of hours
• set check condition also on fault bean for tracing error on receipt send
• resolved various bugs on RE logging

Motivation and Context

These changes are required in order to resolve some bugs found during tests

• Tested in local environment
• Tested in UAT environment
