[NOD-475] feat: migrating deploy from AZDO to GHA

This PR contains several update made on GitHub Action's CD pipeline files in order to permits the deploy of the Azure Function by the same pipeline.

List of Changes

• Updated CD's YAML file
• Updated .identity's Terraform files

Motivation and Context

These changes are required in order to migrate from Azure DevOps to GitHub Actions
