feat: update otel versions for prometheus to 0.26

• update create dependency to 0.26
• remove AggregationSelector as per AggregationSelector is not needed anymore #2085
• remove MetricProducer as per Remove MetricProducer #2105
• use KeyValue as per Update code samples to use KeyValue::new() #2091
