Building off of #5793

Will resolve #5668

The goal is to produce the same output as already generated (i.e. #5894). From there generate v1.28.0.

• Custom Capitalizations weaver#415
• Add the ability to word-wrap or limit line length  weaver#364
• No trailing spaces in comments weaver#417
• Tab indentation weaver#418
