fix dockerfile, add auto-launch script

Hello.

The existing dockerfile has several problems.

• Dockerfile : too old to work.
• cu116.Dockerfile : It takes so much time to build docker image. If you launch Dynamic VFE, it emits an error about torch-scatter and kornia.

So, I suggest new dockerfile and script ( auto script for making docker image and launching docker image easily)
The dockerfile is lighter than the before version (since it contains an essential library for implementing openpcdet) and doesn't have an error about torch-scatter.

I want to openpcdet contributor continuously :)
If there are some error or issues, I will fix ASAP.
