Commenting out code-signing of binaries on Windows. #1557

This PR (RE:#1523) comments out the code-signing steps of our Windows binary build. Our Mac certificates continue to be valid for another year, so they are unaffected by our current issues.

Once we have a new process for signing binaries, we can restore these blocks in the workflow.

@phargogh this looks good to me, but maybe we should wait to merge until the other binary test failures are fixed in #1555 to be sure that this does what we expect?

I think yes, absolutely @emlys ! Let's wait until the other fixes are merged in from #1555 so we can confirm there aren't any other lurking issues here.
