ADB Extension 0.0.3

This is a first official release of the new ADB extension that will be used for remote debugging in DevTools starting with Firefox 64.

This extension only contains the ADB binaries which are then used in DevTools codebase (modules under devtools/shared/adb) in order to enable USB debugging in WebIDE and the new about:debugging.
