The datlastsysoid no longer exists in PG versions 15 and above. Because we were setting the value to 0 before, some conditionals in template files were getting incorrectly evaluated, for example in the issue microsoft/azuredatastudio-postgresql#494. This change should fix microsoft/azuredatastudio-postgresql#494.
