Included a notebook for the nrcan-landcover dataset. The broad structure matches that of datasets/io-lulc, another land cover dataset.

Note: presently the nrcan-landcover collection is only available in the API https://planetarycomputer-staging.microsoft.com/api/stac/v1 but this should be updated to https://planetarycomputer.microsoft.com/api/stac/v1 when it becomes available there in the future.

Thanks James, looks great. Just a couple questions about the dtype / nodata handling then we can get this merged.
