To enable vaapi:
- --disable-features=UseChromeOSDirectVideoDecoder for vaapi
- --enable-features=VaapiVideoDecoder in cli. (or enable-accelerated-video-decode)
- Disable HEVC vaapi playback requires CLI flag: --disable-features=PlatformHEVCDecoderSupport
