Override software rendering list - Enabled

To enable vaapi:

• --disable-features=UseChromeOSDirectVideoDecoder for vaapi
• --enable-features=VaapiVideoDecoder in cli. (or enable-accelerated-video-decode)
• HEVC vaapi playback requires CLI flag: --enable-features=PlatformHEVCDecoderSupport
