Unpinned lsst-daf-butler package to allow upgrade to a new version that supports a new Butler server REST API. Removed unused support for postgres, s3, and gs in lsst-daf-butler and lsst-resources packages. This is no longer needed now that usage of DirectButler has been dropped.
