We're going to bump jupyterhub-singleuser to 3.0.0

Let's just make a release, and then we can make one more after merging that? Is merging this all that is needed?

The #1188 is 100% ci system stuff, no need to be included!

It's not needed, but a release is usually a good time to review the current state of the project. Happy to go with whatever everyone prefers.

Updating to JupyterLab 3.0.0 may not be as easy as it first seems, I've created this issue with some options:
