  2. [SYCL] Fix static|dynamic_address_cast to generic 

    SPIRV operations are defined such that `OpGenericCastToPtr` and
`OpGenericCastToPtrExplicit` cannot be used when target `Storage Class`
is `Generic`, yet we were generating such code. This PR fixes that.
