Closing this PR. As discussed elsewhere, the team is moving away from this action in general so we are a little reluctant to take on increased maintenance like this PR proposes. It seemed like you were interested in some other alternatives that @mike-schenk proposed but please feel free to fork this action if it doesn't work out.
