Abandoned actors packages cleanup

I've noticed this issue open #4325

I thought it might make sense to do PRs by category. If it's ok, I'll proceed with the other categories.

So far, I've been

• eliminating repos with a clear End of Life note in the README by the author or archived.
• removing repos whose last commit was before 2020.

I've been using as a reference both https://awsm-elixir.rubybox.dev/ and the README.

The approach makes sense to me, but do feel free to change it or even automate it if it gets tedious. That's quite a lot of repos to get through.
