Use the XNNPack static_reduce operation to delegate SUM and MEAN.

  • Update the XNNPack version.
  • Create VisitReduceNode that implements generic delegation used in
    VisitSumNode and VisitMeanNode.
  • Merge the tests for mean and sum into reduce.
  • Merge non/signed/unsigned quantized tests.
