chore: use setup python to pin the pip version

This pull request improves our OSSF Scorecard and includes updates to the .github/workflows/super-linter.yaml file to enhance the CI/CD pipeline by setting up Pythonin order to pin the pip version instead of the previous functionality which upgraded to the latest pip.
