amd64 and arm64 parts unchanged.
moved the file and added ppc64 stuff, based on alpine patch.
this is final showstopper before enabling ppc64/ppc64le catalyst builds.

since it's gcc I did not want to commit directly, please check if everything looks ok.

works as expected now on ppc64

gcc -print-multi-os-directory
../lib
