Add .gitattributes to help Windows users with line endings #659

I want to deal with line ending issues for Windows contributors once and for all. This follows the advice of using .gitattributes to explicitly set the line endings in a cross-platform way. This is the method used by VSCode as well, see https://github.com/Microsoft/vscode/blob/master/.gitattributes.
