Passing a minimum version is a standard argument to find_program. This add support for the optional `version` argument by inspecting the output of `fftw-wisdom-to-conf` which is part of the FFTW3 installation. It the checks the requested version by passing the found version to `find_package_handle_standard_arguments`.
