The test to determine checkbox state was wrong, resulting in
apparent nonpersistence and confusing state.

The two checkboxes for "link volumes" and "link mute states", when
horizontally placed, do not leave enough screen space for good
translations. The english text can also benefit from elaboration.

This change modifies the layout to use vertical alignment,
expands on the default english text of the checkboxes,
and provides a German translation.

The Dock audio is only observed if the checkbox is checked onBootComplete

This patch adds an extra Event for when the dock setting is changed, this is picked up
by the WiredObserver and either stops or starts listening to the dock.

Note that stopObserving() stops all observations so the other endpoints need re-observing.

Utils.fileReadOneLine() can return null if the read failed. Attempting
to parse this null as a CPU frequency crashes Settings. Skip this cpu
frequency update if fileReadOneLine() returns null.

This is to fix a crash seen on Skyrocket when changing governors.
Apparently the cpu frequency is momentarily unavailable after changing
a governor.

When mobile data limit and warning limit are set to 0, pressing mobile data limit text
(0.0 GB) pops up mobile data limit dialog with minimum value 1. But the value set is 0,
which is causing the dialog to show its maximum value 2^31-1.

When enabled, volumes that were above a threshold (~55%) the previous time
something was connected to the audio jack will be restored to that threshold
rather than their full level.

Affects all sound streams apart from voice call audio.

If your device is secure (uses password/PIN/pattern) then the AOSP timeout settings are used.
But the 'Power button instantly locks' toggle is ignored. 'lockImmediately' in KeyguardViewMediator
is always set to true. This fix together with a settings fix switches to the the AOSP handling of this
setting.
