Add contact menu item with smooth scrolling for #links

Notes

• Adds a 'Contact' menu item at the top of the page so it's easy for users to get in touch
• The Contact link opens baderlab.org in a new tab
• The hash section links like #faq now scroll smoothly so users know that sections like that are just found down the page. Otherwise, it looks like a new page when you click FAQ. This feature can be easily be turned off with a flag if we don't decide it's not needed.
