PR adds phase logic to KYB check, so it will only work if Berlin phase is active.
PR also updates chain configs with Berlin timestamp field and improves chain configs code with some funcs from latest avax cortina, which allows more simple use of timestamp constants from caminogo instead of duplicating them in caminoethvm.
