Update deployment scripts and add Manager tasks

First: Do not get baffled by the 300k+ changes lines, more then 99.9% of it are auto generated deployment artifacts. ¯\_(ツ)_/¯

This PR:

• Updates and tidies the ignition deployment scripts, use func encoding to initialize proxies during the deployment
• Adds hardhat tasks for the manager to (un)register services, grant/revoke/has roles, show status
• Adds hardhat tasks for CM Account to create accout, grant/revoke/has roles, supported/wanted services add/remove/list
• Update Columbus (testnet) deployment artifacts (new deployment is done)
