Closes #17

-Renamed Dockerfile-python to Dockerfile-alpine-python

Added Dockerfile-ubi8-python that is uses Red Hat UBI8 base image with latest python 3.12, along with Lamine's security configuration
Included line to add sbl group and user for Dockerfile's that use this image to switch to once installation setup has been done
Pushed build ubi8 python image to ghcr.io/cfpb/regtech/sbl/python-ubi8:3.12 which follows the current alpine naming convention of ghcr.io/cfpb/regtech/sbl/python-alpine:3.12
