feat: Method Complaint Received Cypress Tests

Fixes # CE-341

• Extends COS Cypress Tests to add Method Complaint Received
• Adds a New Test for CEEB to verify that the values are agency specific
• Cleaned up common code to remove a method we don't want to use (changing roles on the fly) and added infrastructure to support both COS and CEEB specific tests.
