debian12: update debian/control

Description

This PR fixes the cloudstack-management package installation issue on debian12

on Debian12, the package name is mysql-connector-python-py3
while the package name is python3-mysql.connector on ubuntu 24.04

as a workaround, please install the package for ubuntu 24.04

DEBIAN_FRONTEND=noninteractive apt install -y /tmp/python3-mysql.connector_8.0.15-4_all.deb

@weizhouapache a [SL] Jenkins job has been kicked to build packages. It will be bundled with KVM, XenServer and VMware SystemVM templates. I'll keep you posted as I make progress.
