Summary of Changes

Update vcpkg to 2024.07.12 (required fix for power branch)
add ports from visus vcpkg registry as overlay ports and remove registry
remove rkcommon overlay port (there is upstream vcpkg port now at exact the same version)
merge vcpkg-configuration.json into vcpkg.json
cherry-pick power-overwhleming port from power branch for CI cache build here
update docker images
smaller port fixes and cleanups
